SOE did not force vangaurd to production. Sigil was out of money and SOE even sent them a bunch of programmers to help patch the game like crazy for the last month of beta.

even with the SOE programers the game still sucks way too many bugs to be in production. I was told by a friend who works at SOE in SD that the hosting costs were killing sigil not to mention programing cost over runs.
